Joseph Hoey, Georgia Tech, accepts the Best Paper Award on behalf of himself and co-authors Denise Gardner of Georgia Tech and Chris Ogilvie of Ericsson, Inc., in recognition of their outstanding paper presented at the 1997 conference in Hot Springs, Arkansas.
